Het rapport van Omtzigt in vijf ijzersterke quotes

Gisteren verscheen het rapport over massasurveillance dat CDA-Kamerlid Pieter Omtzigt schreef voor de Raad van Europa. Hij doet een aantal aanbevelingen, waarvan er een is dat Europese landen, waaronder Nederland verantwoording moeten afleggen over de wijze waarop massasurveillance onze mensenrechten schendt. Het is hartverwarmend dat een Nederlands Tweede Kamerlid zich zo sterk uitspreekt tegen massasurveillance.

Naast de aanbevelingen heeft hij ook een begeleidend rapport geschreven. En we vinden het een heel erg goed rapport. We vinden het zelfs zo’n goed rapport van de CDA’er dat we de, volgens ons, vijf belangrijkste punten een op een willen delen. Dus we laten Pieter Omtzigt aan het woord:

Over de schade van massa surveillance:

“Ultimately, we should bear in mind the political and human rights price tag of mass surveillance: the threat to the very existence of the Internet as we know it and of which we currently enjoy the socioeconomic benefits the erosion of trust between friends and partners on the international scene and the privacy and civil liberties of our citizens.”

Over het belang van encryptie:

“We have also seen that some aspects of mass surveillance, such as the deliberate weakening of encryption and other internet safety standards for the purposes of facilitating data collection, present a grave danger for national security. Such weaknesses can be detected and exploited by rogue states, terrorists, cyber-terrorists and ordinary criminals to inflict enormous damage on our societies. It follows that there is no contradiction between the protection of privacy and of national security, to the contrary: data protection and internet security are required forour safety!”

Over de manier waarop surveillance uit de hand is gelopen:

“The runaway surveillance machine is the outcome of a loss of control by the political leadership over the activities of intelligence agencies that most politicians can no longer understand.”

Over de risico’s van privatisering van surveillance:

“Privatisation of surveillance carries a high risk of self-propelled growth fuelled by the providers’ self-interest.”

Over een effectieve manier van toezicht op geheime diensten:

“In my own experience, budgetary responsibility is indeed a very effective form of political accountability.”
